Foreign Investors recently assessing Philippine investment potential came from China, India, Japan, Singapore, Korea, Hong Kong, Taiwan, Malaysia, Indonesia, Sri Lanka, Pakistan, Thailand, Vietnam, Dubai, Abu Dhabi, Sharjah, Oman, Bahrain, Kuwait, Saudi Arabia, USA, Canada, Russia, UK, Germany, Switzerland, Spain, Sweden, Australia, South Africa, Brazil, New Zealand, and other countries. Those who investigated Santa Rosa Laguna were powerfully vocal in their criticism of the corrupt City Vice Mayor.

This caused us in September 2008 to survey an investment group of mixed nationalities on why their research into the activities of Vice Mayor Manuel 'Judas' G. Alipon had turned them against investing in Santa Rosa City and had driven them to invest outside the province of Laguna. Prevailing circumstances 10 months later led us to call for an update in June 2009.

Q: Would you trust Manoy Alipon, at present the City Vice Mayor of Santa Rosa Laguna.
A: No. Never. Not even with something small. Never with anything at all.

Q: Why?
A: Because his brain is so addled with selfish corruption that he is permamently incapacitated. He lacks honor and integrity. He is totally dishonest and untrustworthy.

Q: On what evidence?
A: On our own business experiences and on experiences of the many many Filipino business people that we do regular business with.

Q: Why is it important to you?
A: The United Nations issued a statement that answers this question better than we could:

Q: Do you see the Vice Mayor as a threat to Santa Rosa?
A: Without a doubt. Corruption is a destructive force. Manoy Alipon is destroying all the good things that honest Filipinos were achieving in Santa Rosa City and in other parts of Laguna.

Q: So you think a Vice Mayor has power to cause widespread damage to local society and economy?
A: As an individual, no. It is the corruption, not the person, which has power to destroy anything and everything that people hold dear to them - their families, their homes, their livelihoods.

Q: How can the power manifest itself?
A: When there is a public official as corrupt as Manoy Alipon, the present but soon to be deposed Vice Mayor of Santa Rosa, the society around him degenerates. Contamination spreads like a disease. People first experience the effects of poverty, disease, pollution, crime, and so on. They quickly lose all respect for local government, and soon they lose confidence in the wider national democratic process. Social and economic instability are bad news to domestic and foreign investors, both.

Q: Would you ever reconsider your decision not to invest in Santa Rosa City?
A: Yes. Last September we thought that rooting out corruption in Sta. Rosa must only be the job of local Filipinos, not of foreign investors. 10 months later we have reassessed the situation. It is clear to us now that thousands of ordinary Filipinos do not have any resources to oppose the oppressive corrupt politicians who keep them permanently living in poverty with no hope of improvement for their children or their children's children. The experiences of HRLD and LHR are enlightening, and their mission to help the Philippine people is inspirational. Following their convincing presentations, our revised thinking is that we have a humanitarian duty to assist in any way we can - whether by finance or influence or both.

Q: Do you think this will ever happen?
A: If corrupt Vice Mayor Manoy Alipon is defeated in 2010, foreign investors will come rushing to pour millions of dollars into Santa Rosa, creating jobs and prosperity for thousands of people. If local Filipinos are serious about protecting their families and improving their lives, their combined blitz on local political corruption in the 2010 elections must be their top priority, and we will support them all the way.

Q: Is there no corruption in the First World?
A: There is a criminal element in every society and the First World is not immune to corruption, but it has greater transparency with stricter controls and the punishments are much more severe. What makes this possible is that the culture is antagonistic. Corrupt politicians are not admired as they sometimes are in the Philippines. The First World rightly considers them to be enemies of the people.

Q: What do you think makes it such a big problem here?
A: Historically, corruption seems to have been accepted and condoned in the Philippines to become the norm in political culture. Such an extraordinarily high level of official corruption oppresses ordinary people who deserve a better life, and it sabotages every genuine attempt to achieve real progress.
